by Dominique & C:F Team on 1st April, 2015 at 11:41 AM CEST

Hosted by the Rwandan Ministry of Youth and ICT in cooperation with the Commonwealth Telecommunication Organization (CTO) and with the support of various partners, the Commonwealth E-Governance FORUM AFRICA 2015 has brought together approx 170 experts from the governmental sector, the academia, civil society, the private sector and international organizations across the world.

The Forum was held under the theme “Smart Governance Through a Networked Government” and its main goal was to promote ICT as a means through which there can be greater transparency and better delivery of government services across the Commonwealth, with a focus to Africa.

Among the participants of the forum was also C:F Summit Alumnus, Dominique Mvunabandi, as he was being selected for a speaker at the E-Governance Forum 2015.

As a Challenge:Future Rwanda representative, Managing Director of Smart Farming Rwanda Ltd and Assistant Lecturer of the Department of Land Survery at the Ruhengeri Institute of Applied Science, Dominique presented his business idea under the title “Smart farming with smart phones” to the participants of the forum.

Dominique envisions with his business program that by 2025 it will be a leading private company employing Smartphones applications and Remote sensing technology to improve and manage crop productivity and food security in Rwanda. The mission of his business idea and program is to empower farmers through providing standard smartphones related applications to modernize their farming activities.

As the agriculture sector is considered as the backbone of Rwandan economy, the “Smart farming with smart phones” is a project contributing towards one of the biggest and most essential problems facing Rwandan farmers.

Rwanda’s Minister of Youth and ICT, Honourable Jean Philbert Nsengimana, said that “e-Governance in Rwanda forms a pivotal part of the national development agenda. A number of initiatives, policies, legislations and investments have been put in place to enable and promote the Government’s digital transformation, whose target is to turn the previous agrarian economy into a knowledge-based economy.”

“Rwanda is working to leverage the latest ICT capabilities such as big data, analytics, social media, mobility, Internet of Things among others to deliver a transparent, efficient, citizen-centric and accountable governance,” he added.

Professor Tim Unwin, Secretary-General of the Commonwealth Telecommunications Organisation has stated during the conference: “E-governance is more complex than many stakeholders think. The ways in which ICTs are used to transform relationships between the state and its citizens must be addressed through the sensitive use of digital technologies that enhance democracy. Unless there is a wider commitment to good governance, no amount of technology will automatically change existing government practices”.

Dominique’s idea comes as a solution wherein farmers can be able to master and apply new digital technology such as smartphones, tablets in their farming activities so they can employ this technology for betterment of their farming activities.

Very well said about Smart Farming Rwanda Ltd & Ruhengeri institute on what you people are looking at and Farmers information system database sounds very interesting and amazing. :)
Data collection & short + long term training to farmers is key part of the process.. 9 farmers per month sounds good & easy achievable target.. you can speed up the process as well, follow up after training will lead the impact and assessment.. :)
